Established in 2010, R J O’Neill Property Services is a privately owned company specialising in high-quality, turn-key building solutions. With a turnover exceeding £13.5 million in 2024–25 and a strong track record of sustainable growth, we bring experience, reliability, and precision to every project.
We are experts in cladding remediation and fire compliance, working closely with clients to assess issues highlighted in Fire Risk Assessments of External Walls (FRAEW) and to design and deliver fully compliant remediation solutions within optimal timescales.
We also replace and install all types of windows, including fire-rated, acoustic, and thermally efficient systems, across both refurbishment and new-build projects. Our directly employed teams are experienced in the full lifecycle of window installations, from safe removal of existing units to precision fitting and finishing, ensuring compliance with relevant building regulations and performance standards.
Our strength lies in our directly employed in-house teams and agile, efficient operations, allowing us to consistently deliver projects on time, on budget, and to the highest standards.
We work with multiple system manufacturers and a wide range of products, enabling us to tailor the most effective solutions for each project.
This flexible, client-focused approach has earned us long-term partnerships with major clients including Southern Housing Group, Crest Nicholson, and Barratt Developments, with approximately 70% of our work coming from repeat business.

TRUSTED GATEWAY 2 DELIVERY PARTNER
At R J O’Neill, we understand the critical importance of compliance under the Building Safety Act, particularly for higher-risk buildings undergoing fire remediation. As part of our end-to-end service, we are fully proficient in compiling and submitting Gateway 2 applications on behalf of our clients, helping them navigate regulatory requirements with confidence and precision.
What Is Gateway 2?
Gateway 2 is a statutory approval process introduced under the Building Safety Act, acting as a regulatory checkpoint before construction can begin on higher-risk buildings. For fire remediation projects, this requires detailed evidence that proposed works meet the highest standards of life safety, with particular focus on fire safety design and installation methodology.
Our Role in Gateway 2 Submissions
R J O’Neill supports clients by leading the pre-construction planning and coordination needed for a successful Gateway 2 application. Our service includes:
Assured Compliance, Clear Traceability
Each Gateway 2 submission is underpinned by R J O’Neill’s proven Quality Assurance process and our commitment to maintaining a complete Golden Thread of Information. This ensures that all design, product, and execution data is traceable from concept through to completion, giving our clients the confidence that their project meets legal requirements from the outset.
QUALITY ASSURANCE
Quality All the Way
We are committed to delivering consistent, high-quality solutions at every stage of the process. Precise record-keeping and clear labelling ensure full traceability, from material suppliers through to manufacture, installation, and final sign-off.
Using Dalux as our Common Data Environemnt (CDE) enhances transparency, compliance, and collaboration across our fire compliance projects. It provides a secure, centralised platform for managing all project data, including FRAEW documentation, fire strategy reports, and installation records. This ensures a clear audit trail and alignment with Building Safety Act requirements. With mobile access, real-time updates, and custom QA checklists, Dalux supports efficient site coordination, accurate installation, and fully traceable handovers.
Rigorous quality assurance checks are conducted throughout the installation process, capturing photographic evidence linked to precise, pinned locations on project drawings. This ensures that every solution meets the required specifications and industry standards.
Our comprehensive inspection procedures give our clients full confidence that remedial works are carried out to meet third-party accreditation requirements. Ongoing six-month audits by BlueSky, a UKAS-accredited certification body, along with close on-site supervision, further ensure that installed systems will perform as specified, under critical fire conditions.
From compliance to completion—we’ve got it covered!
A RIGOROUS PROCESS FOR ALL FIRE COMPLIANCE
At R J O’Neill, every fire compliance installation is subject to a rigorous, standardised process to ensure the highest levels of quality, safety, compliance, and traceability. This robust approach provides our clients with full assurance that all works are delivered in accordance with tested and certified fire safety systems.
Initial Survey & Review
Each project begins with a detailed survey of the installation area. Whether installing new fire protection systems or remediating existing ones, R J O’Neill assesses the current configuration and reviews available tested system details to determine compliance feasibility.
Assessment of Builders Works Requirements
Where required, we evaluate whether minor or major builders works are necessary to achieve a tested and compliant installation. This may include adjusting or reconstructing walls or ceilings, or repositioning services to meet the spacing and configuration requirements of certified systems.
Pre-Planning with Dalux
Using Dalux, our Common Data Environment (CDE) and Health & Safety/QA platform, each installation point is planned and recorded in advance. A unique pin is placed on the relevant drawing or 3D model, auto-numbered, and cross-referenced on QA checklists and compliance labels—ensuring full traceability throughout the process.
Execution of Builders Works
Builders works are carried out precisely in line with tested configurations, including wall types, aperture sizes, service positions, and system-specific construction requirements.
Hold Point – A thorough inspection of the substrate is conducted to verify construction accuracy against the tested specification, including materials, layout, and dimensional tolerances.
Tailored QA Process Development
Before installation, bespoke QA checklists are developed to suit the specific system requirements. These checklists include references to the tested details and provide a clear step-by-step guide for installers.
System Installation by Competent Personnel
Installations are carried out by trained and competent operatives, who undergo regular CPD training. R J O’Neill supervisors conduct frequent audits to ensure adherence to the QA process and confirm installation compliance with the relevant tested system.
Hold Point – During installation, each stage is documented via photographs and checklist entries, ensuring a complete and accurate record is maintained before closing up the works.
Final Inspection & Verification
A qualified supervisor performs a final inspection to verify full compliance with tested specifications and system requirements.
Certification Labelling
Each compliant installation is labelled with a BlueSky certification label, displaying a unique reference number, fire rating achieved, materials used, and installer details.
Digital Certification & Handover
Installations are uploaded to the BlueSky portal for third-party review. Upon successful audit, a formal certificate is issued for each system component, ready for inclusion in Regulation 38 packs, O&M manuals, and Health & Safety Files.
Ongoing Certification Audits
R J O’Neill is audited every six months by BlueSky Certification, ensuring ongoing compliance with industry standards and third-party certification requirements.
